§ 13.12.022. Establishment of rates.

A.

The city council shall review the estimated expenses, incomes, reserves, and fund balance annually in April for the fiscal year to begin the next July 1.

B.

The city council shall set such fees and late charges, by resolution, that shall produce the sufficient estimated revenues that combined with available fund balances are sufficient to pay all of the estimated costs in the ensuing fiscal year and provide an operational reserve of three months.
